4. BUDGET
INTRODUCTION
When in 1993 a piece of property was purchased by the Church, The Catholic Diocese of Orlu, at the heart of the developing town of Orlu Local government, it became clear that the Church being the moral conscience of the nation is also a significant other in the social and developmental aspects of building a nation. This is seen in the development of this property as a Development Centre.
This means that the Church in establishing the Development Centre is still forging ahead to carry on visually her social obligations and responsibilities by fulfilling the third ministry of the Church (the ministry of service) services to the poor, the down trodden, the sick etc. Christ Himself in exercising this ministry demanded a change of heart from his followers, perceiving his mission as one of proclaiming the good news of salvation to the poor, setting prisoners free and bringing joy to those in sorrow. (Luke 418-19). Christ alleviated the sufferings of the sick and hungry and wishes us to follow sooth. In compliance to this injunction, the Diocese then decided to use this piece of property to carry out this mission.
This mission is so broad that all hands must be on deck to propagate it so that much could be achieved in our lifetime. The Catholic Bishop of Orlu, a man with vision and fore-sight for his diocese and the people of Orlu never missed the opportunity of paying for this piece of property when it presented itself in 1993. Today this property is being transformed into a Social Service Centre and a Human Development Resources Centre In short DEVEOLOPMEN CENTRE instead of its original design.

Life is incomplete and unfulfilled without the knowledge of God the creator and self. This philosophy is backed up by the teachings of Jesus Christ “…That they might have life and have it to the full.” John 1010. A life worth living is a life lived to the full
This centre is called Human Development Resources Centre, (the DEVELOMENT CANTRE, in short) because the programmes at the centre are geared towards developing human beings and helping them to live a fulfilled life. The programmes take the whole person as an indivisible entity and try to develop both the person’s potentials and his or her social environment. The philosophy of focusing on the person first rather than the infrastructure stems from the fact that for many years in many developing countries around the world, more emphasis was laid on developing the infrastructures as part of human development more than on the person. As a result, the development of infrastructures became paramount and development of individual potentials suffered greatly. Many were concerned with the development of shelters, food, and other basic necessities of life. This emphasis on the development of infrastructure over the development of individual potentials almost sometimes happened to the detriment of the development of the intrinsic potentials of the human person. So, the programmes at the centre work at Development with the individual in mind. It takes up the whole person and sees the basic needs of the human being as to live, to learn and the ask why, Thus uplifting human conditions through fundamental education, hard work, recreation, good food, Health Services and faith in God and oneself.
In fact, the programmes are responding to the social and pastoral teachings of the Church as were articulated and enunciated by Vatican 11 and the papal encyclicals based on the biblical foundations and the contextual realities of our times. By the assurance given through the highest sermon ever preached- ‘The Sermon On the Mount’- and Christ words ‘that they may have life in full’ the programmes identify the needs of the people with the individuals as centre of attention because we are saved individually. The operators of the programmes believe that when individuals develop their personalities and potentials, the communities where this individual belongs will eventually share and benefit from these individuals. That human beings are not developing their inert potentials is a big concern to the operators of the programmes, therefore the need to address a well-developed life worth living. Human Development thereby becomes a prime motivator for all the programmes giving rise to the establishment of a centre where Human Development activities take place – THE HUMAN DEVELOPMENT RESOURCES CENTRE —THE DEVELOPMENT CENTRE.
INVOLVEMENT
THE GOAL OF THE CENTRE
As we all know “Integral human development is at the very heart of evangelization” African Synod. As the Gospel says: “The spirit of the Lord is upon me to bring the good news to the poor, to free the prisoners, to bring sight to the blind and to set the down trodden free” Luke 18. This is a liberating gospel of Jesus Christ which, compels us to establish a centre where resources for giving hope to the downtrodden can be found.
OUR GOAL therefore is. In Ten Years a Centre for HUMAN & SOCIAL DEVELOPMENT must have been built and completed in the Diocese of Orlu – Nigeria and more than ten thousand poor have benefited from it in terms of learning and alleviating their problems. 1997.
Therefore at the centre we;
1.Bear witness to the liberating gospel of Jesus Christ by helping people to maximize their inert potentials so that they can use the local resources around them to develop themselves.
2.Form and animate groups in the communities to participate in their own development.
3.Educate and empower people who have been neglected and abandoned by the society.
4.Inform and form, educate and conscientize the public through workshop, seminars, lectures, publications so that they may live fulfilled lives, understand themselves, others around them and God their creator
5.Promote Catholic social teachings, by promoting the Christian principle of love of God and love of neighbour.
6.Promote quality of life by providing essentials of life for the people of God e.g. water, food etc,
7.Cooperate with local, NGOs and other international agencies for integral development of people through education, conscientization, and donations.
All these Programmes at the Centre are geared towards assisting individuals to:
Gain knowledge
Explore attitudes and values
Develop interpersonal skills
Reflect upon life as worth living
Build a healthy community
Definition of the Centre
The Development Centre is defined as a place where social activities of the Diocese of Orlu take place The Centre houses the National Charitable organization called JUSTICE DEVELOPMENT AND PEACE commission (JDPC/CARITAS) whose job is embracing and deals with:
SOCIAL JUSTICE: Human Rights, Prison, and Refugees etc.
SOCIAL DEVELOPMENT: Small-scale industries, Enlightenment programmes, Relief, Corporative schemes, education, Health etc.
And
PEACE A combination of Justice and Development brings Peace.
The Centre also houses the Diocesan charitable organization HUMAN DEVELOPMENT SOCIAL SERVICES ORGANIZATION (HUDSO). This is the diocesan counterpart of the National JDP Commission. Hudso handles the diocesan programmes of Social Services, which include the five programmes that are run under so many names in this centre namely LAP, FAP, WAP, HAP, and FSGP. In fact, HUDSO is the organizing structure of the whole complex. It is the organization that sees to the day to day running of the Centre. It gives account to the local ordinary the Bishop.

THE RESURRECTION CHAPEL OF PERPETUAL ADORATION
This chapel will be the centre of attraction in the whole Centre where all the activities in the Centre begin and end
PROPOSED PROGRAMME PLAN
The following are the proposed programmes planned to jump-start the Centre. Some programmes have been started at the centre. Some because of inadequate security are carried on outside the Centre e.g. computer training School. Many more programmes could be added or even dropped when the centre is fully operational. These are 10 years projected plan.

1. SKILL ACQUISITION PROGRAMMES
LAP and WAP LEARN and WORK PROGRAMMES
Under skill acquisition programmes we have learning and working for all. Here people learn one trade or the other and by so doing position themselves for the job market and be able to establish on their own and work to fulfill themselves in life. It is a job creating opportunity
St. Joseph’s computer training School
The School is designed to cater for computer literacy of candidates within and around the Diocese. Candidates are trained in all the computer programme packages beginning from computer appreciation through DOS to Desktop Publishing and advanced computer classes. The School is designed to accommodate about two hundred students with rooms for expansion. It has experienced staffs that drill students and guide them towards achieving their aims and the objectives of the school – creating computer awareness. More than 50 computers are operational. The school awards computer operation certificates
St. Joseph’s computer maintenance/workshop
The maintenance/Workshop is geared towards the training of young boys and girls, men and women in the maintenance of computer. As every body is leaning towards the cutting age, the computer, the students are to be taught how to package computer, install computers, assemble computer accessories, parallel connection and networking and so on. The workshop will not only engage in training but also in repairs and maintenance. The whole training is aimed at making the student self reliant as small loans will be granted to the graduating students to establish on their own and be self employed.
Library Services (Fr. Ihejiofor Memorial Library)
The intension to have a library at the centre is to establish a library where people can come to read especially about the social teachings of the Church. All encyclicals concerning the social teachings of the church will be made available at the centre. Other books to make the library a library will be donated by all the priests of the diocese. We named the library in memory of our late priest, a scholar, philosopher and a doctor of the Church Rev Fr. Thaddeus Ihejiofor
Handicapped craft workshop
The handicapped craft centre is established to provide employment for the disabled members of the diocese. The Workshop will engage in the production of cane chairs, tables, side tables and any other things that could be produced by the craft centre and as recommended by the craft master
Music learning centre
A music learning centre will be established where students would be drilled in the areas of sound production, singing, dancing drumming and dramatizing. They will learn how to play gutter, keyboard piano etc The Music Centre will also serve as an entertainment group They can perform for public It can also be a learning centre for people who own musical instrument and want to play for leisure. It will also accommodate recording and editing studios that can educate students in the areas of music waxing among others.
Fashion center/workshop
Women Skill Acquisition and vocational Centre
The fashion Centre will take care of women in areas of knitting, weaving and sewing. The workshop will be equipped with modern machines for knitting and sowing. Women will be trained in fashion designing, hairdressing, and domestic work. Here women are also introduced into Agricultural services, Food preparation and preservation, Growing vegetables, Nutritional counseling, Food relief to the needy, helping the people provide essential needs.
Drama group
This group will be acting and performing in alliance with those in the Music learning centre and also will act as entertainment group for the centre. They will perform standup and seat down comedies for recreational purposes. People will be trained on how to write and interpret scripts. They would be drilled on proper acting and how to bring out the best in them. They will learn how to produce sound effects, costumes, music and scene selection and production of adverts. A theatre and stage will be attached to the group so that school drama groups will find the place useful and the whole group will serve as resource for film production. A good theater and film production unit will be attached to the group centre to make money for the centre and members
Leadership training and organization of men and women in development
Here is the hob of the Centre. Training in leadership. We belief that in order for the citizens to gain a better future and to be fulfilled in life they must be educated to appreciate life and the things around them, so there will be seminars, lectures and classes of all sort from time to time ranging from Social, Religious, political etc. eminent scholars will be invited from different works of life to give seminars on issues affecting the people for example education for good governance, mobilizing the people to know their rights in a democratic government and Human rights advocacy. Therefore this particular area of the programme deals with educating and empowering people who have been neglected and abandoned by the society.
This programme will also inform, educate and conscientize the public through workshop, seminars, lectures, publications so that they may live fulfilled lives, understand themselves, others around them and God their creator. In doing this the programme will promote Catholic social teachings, through the Christian principle of love of God and love of neighbour.
Car maintenance workshop
It is being proposed that a car maintenance workshop be set up in the Centre to care for all the vehicles that will be used in the centre. The proposal goes deeper by establishing the workshop as a training centre for mechanics who would be trusted to work on cars both for the priests and others who would be interested in giving their cars to honest workers or mechanics.
SOCIAL SERVICES
FAP: FOOD FOR ALL PROGRAMMES
Under social services we have food for all programme. Here we intend as much as possible to provide food for the hungry. We do not intend to feed everybody. Only those who are handicapped whom we know depend on the generosity of others to lice. All those among them that are eligible to work are trained to cater for themselves but while in training must be provided for. So some small-scale industries are built into the social services to provide for such people by so doing fulfilling our mandate of giving them hook to fish instead of fish to eat so that they can fish for themselves to eat.
Soup kitchen
The soup kitchen is designed to cater for the down trodden in our society. The kitchen prepares and sales food to those working in the centre and the public can also buy their food there. Food will be served free at least once a week to the inmates of the Cheshire home, the students of special education and other poor people around who come to the centre. The soup kitchen will also reach out to parishes through JDP commission. This will enable us to identify with the hungry in our society.
Nchekwube bakery
We intend to build into the social services money yielding ventures. Therefore, Cottage Industries will be of great help to the social aspect of this ministry. Nchekwube bakery is one of these industries to be established to help in servicing the social services. Sponsored by one of our priests to help the orphans in our diocese, the bakery will be producing bread in different sizes of different kinds. This will specifically cater for the orphans and create employment for people. The bakery when in full production is expected to produce 2000 to 3000 loaves every day. Our schools and seminaries will act as major consumers.
Small-scale loan services
Small-scale loan service is to be established in the social services section in order to cater for those who are interested in borrowing and doing business. A committee is already in place to monitor the disbursements of loans to individual poor table traders. Not more than N10,000.00 will be granted to each borrower.
The Christian foundation for Children and the aged
The centre will house the Christian foundation for Children and the Aged run by one of our diocesan priest. The foundation is a foreign aided organization interested in helping poor children and the aged who are neglected and are suffering from one thing or the other.
Volunteer service
The Centre will run a centre for recruiting and training volunteers, workers Assistance with job placement, Pre- retirement planning scheme and pension benefit advisory services.
OTHER SOCIAL ACTIVITIES
HAP AND RAP HEALTH & RECREATION FOR ALL PROGRAMME
Organizing Recreational activities, Sports and games for all ages. Social retreats for groups of people, dancing activities, promotion of cultural dances, Relaxation with plays, stand-up comedies and, concerts are things that make life worth living. Psychologically no one says that he or she is not in for any of this. Therefore social activities that engage the mind are sine qua non for the people of the diocese. So these facilities are proposed to be in the centre.
The youth Arena: with Lawn Tennis Courts and other Courts
The youth arena will be built in an amphitheatre complex form with steps as seats. It will serve such things as rally grounds, wedding ceremony ground, launching, fund raising, and political rally grounds. It will be rented to people who may like to use it. The arena ground will have multi purpose usage. There will be two Lawn Tennis Courts constructed within the arena and also Basketball and volleyball pitches. These courts and the Pitches are dismountable when the arena will be in use. When the arena is not in use for other purposes the Tennis courts are mounted for such games. It will be fun.
Multi-purpose conference Hall
A multi purpose/conference hall is proposed for the centre. This hall will be designated for meetings, seminars, lectures, classes, luncheon, weddings parties etc. The hall will be rented out to the public for other uses.
Children’s park
We intend to cater for all who come to the centre no matter how small. A children’s park will be built to cater for children who will also come to the centre either for recreation or other purposes. The park will be exclusively designed for children with amusement facilities to stimulate growth and development.
The Maltesa group
The centre will house the Maltesa group run by our a diocesan priest The group will be involved in Counseling services, Medical social services, Preventive and curative health care services, Family help services, Child care services and ambulance services. Health in the centre is their responsibility. Maltesa is a national organization with the National Headquarters in Orlu.

THE RESURRECTION CHAPEL OF PERPETUAL ADORATION
“Unless the Lord builds the house they labour in vain that build it.” This chapel will be the centre of attraction in the whole Centre where all the activities in the Centre begin and end. There will be a perpetual adoration of the Blessed Sacrament in the Chapel of Resurrection. Support groups, Spiritual Retreats, Religious seminars, Pastoral leadership training and Pastoral counseling will go on daily as

MAIN PROJECT OFFICES
PRIESTS’ RESIDENCE
A house is to be built for the resident priest and other priests who may be working full time in one or several of the projects.
THE RESSURECTION CHAPEL OF PERPETUAL ADORATION
In conjunction with the Temple of the knights of St. John which will serve as the Church of the centre a Chapel will be built where there will be perpetual adoration of the Blessed sacrament. .” This chapel will be the centre of attraction in the whole Centre where all the activities in the Centre begin and end.
THE KNIGHTS OF ST. JOHNS’
This office is the office of the Knights of St. John in our diocese. A magnificent Temple being built by the members of the Knights of St. John will adorn the centre of the complex. The temple will be maximally used by the members of St. John and also used by the centre as the big Church in the centre, with adjoining buildings as their offices.
JUSTICE DEVELOPMENT AND PEACE COMMISSION (JDPC)
This is the office of the National Charitable organization called JUSTICE DEVELOPMENT AND PEACE commission (JDPC/CARITAS). A commission set up by the National Episcopal conference of Nigerian Bishops to cater for SOCIAL JUSTICE that is, Human Rights, Prisoners, and Refugees etc. and SOCIAL DEVELOPMENT of people through establishing Small-scale industries, Enlightenment programmes, Relief, Corporative schemes, education, Health etc.
HUMAN DEVELOPMENT SOCIAL SERVICES ORGANIZATION (HUDSO)

THE MALTESA HEALTH CARE DELIVERY SERVICES
The maltesa office will be involved in Counseling services, Medical social services, and ambulance services. Health in the centre is their responsibility. Maltesa is a national organization with the National Headquarters in Orlu at the centre.
THE KOLPING FAMILY
The office of the kolping family will be located at the centre temporarily and may or may not be moving. Kolping Family is an international organization also propagated by one of our priests.
THE CHRISTIAN FOUNDATION FOR CHILDREN AND THE AGED
This office for Christian foundation for children and the aged is also an international organization being organized and run by one of our priests.
HUMAN RIGHTS ADVOCACY OFFICES
Human rights office is one of the offices under Justice Development and Peace commission but it is given an office separately because of its importance in the history of Nigeria today.
